Broadband Supply Mapping Methodology

The SNG methodology used to map broadband supply in Summit county reflects the careful integration of multiple data sources and measurement techniques, including:

  • Data collected via SNG’s e-Solutions questionnaire of businesses and organizations, which includes the geographic location of survey respondents as well as the broadband services to which they subscribe;

  • Commercially available data defining the geographic service / franchise areas of telephone and cable companies and the location of telco central office switches;

  • A set of assumptions regarding the scope of DSL and cable modem availability based on the above two data sources; we used conservative assumptions to minimize the risk of overestimating broadband availability;

  • Follow-up research to determine DSL and cable broadband availability beyond the geographic scope determined by the above combination of data and conservative assumptions. This research included address-level service-availability queries of web sites operated by service providers and broadband marketing companies with access to service provider databases. This was supplemented by data from other sources, including phone calls to service providers.
